A European pump price can look high next to a US price even after the units and currency are aligned. Taxes are an important part of the comparison, but saying that Europe taxes fuel more heavily is only the beginning. Member states have different duties and VAT rates, and their pretax prices also differ. A useful comparison measures the tax difference instead of assuming that it explains every part of the gap.
The European Commission's Weekly Oil Bulletin publishes fuel prices with and without taxes. This paired information is particularly valuable: subtracting the net price from the gross price gives an observed tax difference for the same reported period. The site's European pages use that relationship as the starting point for a transparent breakdown.
Begin with the gross and net prices
Imagine a reported gasoline price of EUR 1.90 per litre including tax and EUR 0.95 excluding tax. The tax difference is EUR 0.95 per litre. Taxes account for half of the gross price. These are hypothetical figures for explaining the method, not a current price for a member state. The important feature is that both observations refer to the same product and date.
If another country reports EUR 1.70 gross and EUR 0.90 net, its tax difference is EUR 0.80. The gross-price gap is EUR 0.20, of which EUR 0.15 comes from the measured tax difference and EUR 0.05 from the pretax difference. That simple decomposition is more informative than attributing the whole gap to taxation.
A mismatch in dates can spoil the comparison. Combining this week's gross price with last week's net price creates a residual that includes market movement as well as tax. Our calculations require matching bulletin dates. A delayed input should lead to a visible delay or missing breakdown, not an improvised pairing that happens to produce a plausible-looking result.
Separate VAT from the other duties
VAT is generally expressed as a percentage of the taxable base. In a price that already includes VAT, the included amount is gross price multiplied by the rate divided by one plus the rate. At a hypothetical 20% VAT rate and a EUR 1.80 gross price, VAT is EUR 0.30. It is not EUR 0.36, because applying 20% to the already-taxed total counts too much.
Subtracting VAT from the complete tax difference leaves the non-VAT amount. That amount may include excise and other indirect charges. Calling it pure excise without checking the source can be misleading. The Commission's tax workbook distinguishes several categories, so the reconciliation should consider the relevant non-VAT charges rather than forcing every residual into one legal label.
A fixed duty can also enter the VAT base. Consider a hypothetical product cost of EUR 0.80 and an excise amount of EUR 0.50. If 20% VAT applies to the EUR 1.30 base, VAT is EUR 0.26 and the total is EUR 1.56. In that example, VAT is calculated after adding the duty. The arithmetic explains why a change in a fixed duty can affect the final price by more than the duty amount alone.
The same duty can produce a changing tax share
Suppose a fixed duty remains unchanged while the pretax product price rises. The tax amount from VAT may increase, yet the total tax share of the pump price can fall because the non-tax portion has grown faster. A falling tax share therefore does not necessarily mean that legislators reduced a tax rate. Shares describe a ratio, and both parts of the ratio can move.
For another hypothetical example, compare a tax total of 0.80 within a 1.60 price with a tax total of 0.85 within a 1.90 price. The amount collected rises by 0.05, but the tax share falls from 50% to about 44.7%. A chart showing only percentages could obscure that increase in the amount per litre. Read both the amount and the share.
The reverse can happen when oil and product prices fall. Fixed duties occupy a larger share of a smaller total. That makes it useful to ask two separate questions: how much tax is included in each litre, and what fraction of the pump price does that represent? Neither is a substitute for the other.
Currency needs its own check
The bulletin supplies a common euro comparison, including countries whose local currency differs from the euro. A local-currency page needs the applicable conversion rate. It should not take a historical euro observation and convert it using today's rate. Doing so changes the historical price the reader is trying to understand.
For a cross-country table, a common currency per litre is convenient, but it does not measure affordability. Household income, vehicle efficiency, travel needs and purchasing power are separate considerations. A country can have a lower converted pump price without fuel being easier for every resident to afford. This site's comparison is a price comparison, not a complete cost-of-living ranking.
There is also a product distinction. Euro-super 95 is the gasoline product in the bulletin, while US regular gasoline follows another specification and octane-labelling convention. Converting money and volume units does not erase those differences. The comparison remains useful if the product definitions are stated instead of implying perfect equivalence.
Why a lower price needs context
A low observed pump price can reflect lower taxes, a lower pretax price, an administered-price policy or a combination. A stable price during an oil-market movement invites investigation of how the retail price is set. It does not mean that the underlying international input stopped changing. Similarly, high prices in a country such as Denmark, the Netherlands or Finland should be separated into the measured tax difference and the pretax amount. Comparing the components across a common date is more useful than relying on a permanent ranking from an old article. The comparison page displays observation dates because a rank without a date can quickly become misleading.
Keep the calculation open to inspection
The derived crude component uses a stated benchmark and exchange rate. The remainder of the pretax price stays as refining and distribution together. That residual is not a directly observed profit figure. It can reflect product-market conditions, transport, timing and the limits of the benchmark allocation as well as commercial margins.
The strongest part of the European calculation is the matched gross/net observation. Preserve that evidence, calculate VAT carefully, and check the non-VAT residual against dated tax records. Then read the remaining components with appropriate caution. This sequence explains European fuel taxes without turning a clear tax comparison into an unsupported explanation of the entire market.
